ReportReview

This plugin lets your users report a review as "bad" - i.e maybe it has swearing in it, or is just generally very abusive. If also has a space for them to enter a message - which can be used to explain why they have reported the link. It also has a CAPTCHA system - which requires them to enter a random selection of characters, before their report will be submitted.
